Authorizes the Hawaii Tourism Authority to make grants through an agreement for the development of visitor industry products and programs, rather than through a contract.

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Eliminates the sunset of the Transient Accommodations Tax rate of 9.25 per cent, and also eliminates the sunset date for the amounts to be distributed to the tourism special fund and the counties.
