RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Establishes qualifications for "nonresident military spouses" eligible for expedited procedures for professional and vocational licensing by endorsement or reciprocity, and temporary licensing.  Establishes requirements for nonresident military spouses to maintain licenses and requires reporting of changes in status or circumstances that may affect licensure.

RELATING TO TAXABLE INCOME EXCLUSION.

Provides taxable income exclusion for military on active duty who are serving outside the State pursuant to orders.

RELATING TO REGISTRATION OF BICYCLES AND MOPEDS.

Prohibits assessment of a fee for registration of a bicycle or moped that is gifted within 90 days of issuance of the original certificate of registration.

Appropriates $100,000 to the county police departments to initiate a gun buy-back program.

RELATING TO POLICE DEPARTMENT REPORTS TO THE LEGISLATURE.

Amends the annual reporting dates for police department reports submitted to the legislature.  Changes reporting period to previous calendar year.  Requires descriptions of each incident of misconduct reported.

RELATING TO THE IMPERSONATION OF A LAW ENFORCEMENT OFFICER.

Provides additional acts that qualify as impersonation of a law enforcement officer in the first degree.

RELATING TO THE PENAL CODE.

Expands the offenses of assault against a law enforcement officer in the first and second degree to include assaults against firefighters and water safety officers.

RELATING TO RESISTING ARREST.

Creates the offense of resisting arrest in the first degree as a class C felony if the person intentionally prevents a law enforcement officer acting under color of the law enforcement officer's official authority from effecting an arrest by removing or attempting to remove a firearm from the person of a law enforcement officer.

      Status & Testimony

RELATING TO CORRECTIONAL HEALTH CARE.

Requires the State to implement certain cost-savings programs and technologies to eliminate and recover correctional health care overpayments and ensure medicaid is only billed for eligible inpatient hospital and professional services.
