RELATING TO TAXATION.

Reduces the tax liability for low-income taxpayers by creating a tax credit that will reduce a taxpayer's income tax to a minimum amount if the taxpayer's federal and Hawaii adjusted gross income falls below certain thresholds.  Effective 07/01/2050.  (SD1)

RELATING TO THE ELDERLY.

Amend section 412:3-114.5, Hawaii Revised Statutes, to require financial institutions to report instances of suspected financial abuse of an elder directly to the appropriate county police department and the Department of Human Services.  (SD2)

Appropriates funds to be expended by the department of human services for after school hour positive youth programs, an UPLINK administrator in the department of education, and other UPLINK staffing needs.  Effective 7/1/2050.  (SD2)

RELATING TO YOUTH.

Requires the office of youth services to coordinate a two-year safe places for youth pilot program, which will coordinate a network of safe places where youth can access safety and obtain advice, guidance, programs, and services.  Establishes the position of safe places for youth program coordinator.  Appropriates funds for the coordinator position and residential options for the pilot program.  Effective 07/01/2050.  (SD2)

RELATING TO PARENTAL RIGHTS.

Prohibits family courts from awarding a natural parent custody of or visitation with a child if the natural parent has been convicted of rape or sexual assault and the child was conceived as a result of that offense.  Authorizes the family courts to terminate parental rights, with respect to a child, of a convicted natural parent who has been convicted of rape or sexual assault and the child was conceived as a result of the rape or sexual assault.  (SD1)

RELATING TO CHILDREN.

Appropriates funds to the judiciary for the Honolulu zero to three court to fund the coordinator's transportation to visit children and parents, emergency housing assistance, a secure opening at a residential drug and alcohol facility that will accommodate a mother and child, development and implementation of an incentive program similar to the successful model utilized in family drug court, training and professional development of court team members and community partners, and creation and utilization of an enhanced visitation and parenting coaching site in leeward Oahu.  Effective 7/01/2050.  (SD2)

RELATING TO ELIMINATING THE ASSET LIMIT ELIGIBILITY REQUIREMENT FOR THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM.

Eliminates the asset limit for the Temporary Assistance for Needy Families program.  Effective 07/01/2050.  (SD2)

RELATING TO FOSTER CARE.

Establishes the young adult voluntary foster care program to care for and supervise eligible foster youth until age twenty-one.  Effective 7/1/2050.  (SD2)
