RELATING TO SALES OF ELECTRONIC SMOKING DEVICES TO PERSONS UNDER 18 YEARS OF AGE.
Adds electronic smoking devices to tobacco as products that are unlawful to sell to or be purchased by persons under eighteen years of age; and requires the additional listing of electronic smoking devices to sales prohibition signage.

RELATING TO HEALTH.
Requires cigarettes and tobacco products to be stored for sale behind a counter.  Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed twenty-five feet away from children's products, toys, cookies, candy, ice cream, gum, or snacks.  Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed four feet off the floor.  Permits exceptions for retail tobacco stores, bars, or establishments where the minimum age for admission is eighteen.  Includes electronic cigarettes under the definition of tobacco products.

RELATING TO TOBACCO PRODUCTS.
Imposes an excise tax equal to $3.20 per net ounce of tobacco for each article or item of tobacco products, other than large cigars, sold by the wholesaler or dealer on and after January 1, 2014.  Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund.

Increases liquor taxes and repeals excise and use tax exemptions on the sale of liquor.  Designates a percentage of funds from liquor taxes to go toward the community health centers special fund and the trauma system special fund.

RELATING TO MENTAL HEALTH.
Prohibits any person who is a danger to self or danger to others from possessing, having custody or control of, receiving, purchasing, or attempting to receive or purchase firearms or other dangerous or deadly weapons.  Creates a reporting system for persons who seriously threaten a readily identifiable person or persons to a mental health professional.  Requires the department of public safety to create a database and list of persons prohibited from possessing, having custody or control of, receiving, purchasing, or attempting to receive or purchase firearms and other dangerous or deadly weapons, which will be accessible to law enforcement, mental health professionals, and sellers of firearms.  Requires the department of public safety to make a list of persons whose license for firearms or other dangerous or deadly weapons has been revoked.  Excepts any communication under the Act from applicable privileges.

Requires all cellular telephones, including refurbished and remanufactured cellular telephones, sold or leased by a retailer in the State to bear a label that warns consumers of the potential dangers of electromagnetic radiation emitted by cellular phones.

RELATING TO ELECTRONIC PRESCRIPTIONS.
Amends the Uniform Controlled Substances Act in Chapter 329, Hawaii Revised Statutes, by adding definitions consistent with federal law, clarifying the conditions for electronic transmittal of prescriptions, and adding and clarifying violations of prohibited acts.
