RELATING TO SALES OF ELECTRONIC SMOKING DEVICES TO PERSONS UNDER 18 YEARS OF AGE.

Adds electronic smoking devices to tobacco as products that are unlawful to sell to or be purchased by persons under eighteen years of age; and requires the additional listing of electronic smoking devices to sales prohibition signage.

Amends the tax on tobacco products by an unspecified amount.

RELATING TO HEALTH.

Requires cigarettes and tobacco products to be stored for sale behind a counter.  Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed twenty-five feet away from children's products, toys, cookies, candy, ice cream, gum, or snacks.  Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed four feet off the floor.  Permits exceptions for retail tobacco stores, bars, or establishments where the minimum age for admission is eighteen.  Includes electronic cigarettes under the definition of tobacco products.

SB 492

      Status & Testimony

RELATING TO TOBACCO PRODUCTS.

Imposes an excise tax equal to $3.20 per net ounce of tobacco for each article or item of tobacco products, other than large cigars, sold by the wholesaler or dealer on and after January 1, 2014.  Requires the additional moneys collected under the excise tax to be deposited to the credit of the Hawaii cancer research special fund.

      Status & Testimony

RELATING TO TOBACCO.

Prohibits any minor under the age of eighteen from possessing or smoking tobacco products.  Takes effect 1/1/2014.

      Status & Testimony

RELATING TO HEALTH.

Increases liquor taxes and repeals excise and use tax exemptions on the sale of liquor.  Designates a percentage of funds from liquor taxes to go toward the community health centers special fund and the trauma system special fund.
