Regulates physical therapist assistants by limiting the use of certain titles and requiring licensure prior to practicing in the State. Ensures physical therapist assistants have the appropriate education and training background. Adds a physical therapist assistant to the composition of the Board of Physical Therapy of the Department of Commerce and Consumer Affairs. Appropriates funds out of the compliance resolution fund to implement the licensure of physical therapist assistants. Effective 7/01/2050. (SD2)

Mandates health insurance coverage for tobacco use cessation treatments. Requires insurers to provide policyholders or subscribers information about tobacco use cessation treatment coverage. (SD1)

RELATING TO HEALTH.

Prohibits the sale of tobacco in any shape or form, including chewing tobacco, snuff, and electronic cigarettes, to a minor under eighteen years of age. Includes electronic cigarettes, or e-cigarettes, under the definition of tobacco or tobacco products. Requires the department of health to convene the smoking prevention among children and youth task force to develop potential legislation that addresses concerns related to advertising and product placement promoting or encouraging the purchase or use of cigarettes or other tobacco products by children and youth. Report to the legislature. Task force ceases to exist 06/30/2014. Takes effect 1/1/2050. (SD2)

RELATING TO HEALTH.

Allows health professionals, subject to certain requirements, to treat the heterosexual partners of patients diagnosed as having chlamydia or gonorrhea, the sexually transmitted diseases recommended by the Centers for Disease Control and Prevention for expedited partner therapy, by dispensing or prescribing medication to the heterosexual partners without examining the partners. Provides protection from criminal liability, legal liability, and disciplinary action for health professionals who provide expedited partner therapy as authorized. Requires the department of health to develop an information sheet about sexually transmitted diseases for use by health professionals who provide expedited partner therapy. Creates exceptions to prescription drug labeling and reporting requirements for expedited partner therapy. (SD2)

RELATING TO HEALTH.

Establishes the maternal mortality review panel to conduct comprehensive reviews of maternal deaths in Hawaii, which includes collecting, analyzing, and disseminating maternal mortality information. Requires the committee to hold meetings and submit an annual report to the legislature. Makes appropriation. Effective 7/1/2050. (SD2)

Creates a state definition for a rural area for purposes of federal programs only so that certain areas that would not otherwise be considered rural pursuant to a federal definition will be eligible for federal funds designated for rural areas. Effective 7/1/2050. (SD1)

RELATING TO PEDIATRIC DENTAL HEALTH COVERAGE.

Requires the Hawaii health connector to ensure that all individuals under age nineteen purchase Federal Act essential benefits including pediatric dental coverage under a health plan. Effective 07/01/2050. (SD2)
