Requests the executive office on aging of the department of health to conduct an education and awareness campaign on long term care and have the campaign independently evaluated.  Appropriates funds.

Creates the Hawaii kupuna trust fund, which comprises public and private funding for meeting the outstanding and future needs of the elderly and dependent adult population.

MAKING A GRANT FOR THE ESTABLISHMENT AND OPERATION OF A COMPREHENSIVE SERVICE CENTER.

Appropriates moneys for a grant to establish and operate a comprehensive service center.

RELATING TO CHILD VICTIMS OF SEX AND LABOR TRAFFICKING.

Ensures that the Department of Human Services provides the necessary services to Hawaii's youth who are victims of sex and labor trafficking.

RELATING TO THE AWARD OF CONTRACTS UNDER CHAPTER 103F.

Repeals the existing protest procedures in chapter 103F, Hawaii Revised Statutes, and replaces them with a procedure governing the award of health and human services contracts that will not involve the exercise of adjudicatory authority by the executive branch agency in order to bring chapter 103F into compliance with recent decisions by the Hawaii Supreme Court.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
