Status and Testimony

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.
Extends the motion picture, digital media, and film production income tax credit from 01/01/2016 to 01/01/2023.  Repeals the credit ceiling per qualified production.  Increases in the credit amount from 15% to 20% in a county with a population over 700,000, and from 20% to 25% in a county with a population of 700,000 or less.

RELATING TO MOTION PICTURES, DIGITAL MEDIA, AND FILM PRODUCTION.
Extends the repeal date of Act 88, SLH 2006, from 01/01/2016, to 01/01/2021.  Extends tax credits for qualified film production costs incurred before 01/01/2021.

Extends the tax credit for qualified research activities for an additional five years.  Clarifies the method of calculating the tax credit.  Amends the definition of "qualified high technology business".  Repeals existing certification requirements and establishes new reporting requirements.  Requires the department of business, economic development, and tourism to conduct studies to measure the effectiveness of the tax credit and submit reports to the legislature.

Re-enacts the tax credit for qualified research activities to apply to taxable years from 2010 to 2015.  Amends the definitions of "qualified high technology business" and "qualified research".  Establishes new reporting requirements.  Requires the department of taxation to conduct studies to measure the effectiveness of the tax credit and submit reports to the legislature.

Creates the Hawaii solar loan guarantee program and revolving fund to be administered by the director of business, economic development, and tourism to guarantee loans for solar energy devices and photovoltaic systems.  Makes an appropriation for the program subject to program requirements and restrictions.

RELATING TO CONSUMER PROTECTION.
Prohibits the sale of any plastic carryout bag that is labeled inconsistently with ASTM International standards for the degradability of plastic products.  Requires manufacturers and suppliers to furnish members of the public with information and documentation demonstrating compliance with this Act within ninety days of request.  Takes effect 1/1/2014.

Status and Testimony

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII.
Reduces the number of members of the board of directors of the research corporation of the University of Hawaii from ten to eight members.  Reduces the number of members of the board of directors that must be members of the board of regents from five to two and makes them subject to the advice and consent of the senate.  Specifies the qualifications of the five members to be selected by the governor.  Adds the vice president for research of the University of Hawaii system as an ex officio member of the board of directors.  Amends section 304A-3005, HRS, to provide that the research corporation's exemption from the procurement requirements of chapter 103D, HRS, applies only for contracts that are directly related to research, and contracts for investigations, training, and studies that are directly related to research, with a total estimated value of an unspecified dollar amount or less.  Removes the university president's authority to serve as the president of the research corporation.  Authorizes the board of directors to employ an executive director of the research corporation.  Caps the executive director's salary at the salary of the highest paid head of a department within the executive branch.  Authorizes the executive director rather than the board of directors to hire and oversee necessary officers and employees.  Specifies that the board of directors shall not engage in the daily management and operation of the research corporation.
