Status

RELATING TO AGRICULTURAL LOANS.

Expands the department of agriculture agricultural loan program to provide loans for infrastructure, infrastructure improvements, and the implementation of new farming techniques.

Status

RELATING TO FOOD SELF-SUFFICIENCY.

Requires the Department of Agriculture to develop a food sustainability standard to promote local food production to help diversify the local economy.  Appropriates funds.  Effective July 1, 2013.

Status

RELATING TO AGRICULTURE.

Adds to the definition of agricultural commodities exempt from the GET, milk, poultry eggs, poultry carcass, poultry meat, and aquaculture and aquaponic products to be consumed in the State, whether processed in the State or imported.

Status

RELATING TO AGRICULTURE.

Amends the important agricultural land qualified agricultural cost tax credit by changing the tax credit cap to $6,000,000 per year for the 2013 tax year and $7,000,000 per year for the 2014 and 2015 tax years, and $7,500,000 per year thereafter.  Creates a livestock feed tax credit from 1/1/2013 to 12/31/2013.  Creates livestock feed development tax credit from 1/1/2014 to 12/31/2015.  Appropriates funds for staffing and consulting expenses.

Status

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO AUTHORIZE THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES.

Proposes an amendment to the Hawaii constitution to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.

HB 1388

Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A PROCESSING ENTERPRISE.

Authorizes the issuance of special purpose revenue bonds to assist Sunrise Capital, Inc. in protecting its shrimp hatchery facility and its salt water well and relocating them further inland to avoid seaside erosion.  Effective July 1, 2013.
