SENATE CONCURRENT

RESOLUTION

 

 

urging hawaii's congressional delegation to seek federal funding to match state funds to support public works of art honoring the late senator Daniel k. inouye and the late representative patsy t. mink.

 

 


     WHEREAS, the late Senator Daniel K. Inouye, born in Hawaii on September 7, 1924, volunteered for combat with the 442nd Regimental Combat Team during World War II; and

 

     WHEREAS, Senator Inouye was awarded the Bronze Star, the Purple Heart, and the Distinguished Service Cross, which was later upgraded to the nation's highest award for military valor, the Medal of Honor; and

 

     WHEREAS, after being honorably discharged with the rank of captain, Senator Inouye was elected to the United States House of Representatives in 1959 and subsequently to the United States Senate in 1962; and

 

     WHEREAS, Senator Inouye gained national recognition for his service on Senate committees investigating the Watergate and Iran-Contra scandals; and

 

     WHEREAS, in 2009, Senator Inouye became Chairman of the United States Senate Appropriations Committee; and

 

     WHEREAS, at the time of his death, Senator Inouye was the second-longest-serving United States senator in history; and

 

     WHEREAS, the late Representative Patsy T. Mink, born on December 6, 1927, overcame gender and racial discrimination to become the first female Japanese-American attorney to practice in Hawaii; and

 

     WHEREAS, Representative Mink was elected to Congress in 1964 and served until 1977, and then again from 1990 until 2002; and

 

     WHEREAS, Representative Mink was the first minority female in Congress and a champion for civil rights and education; and

 

     WHEREAS, Representative Mink was the primary force behind Title IX of the Education Amendments of 1972, requiring male and female equality in academics and athletics in federally funded educational institutions, later renamed the Patsy T. Mink Equal Opportunity in Education Act; and

 

     WHEREAS, works of art portraying Senator Inouye and Representative Mink would properly honor the memories of these extraordinary individuals and inspire current and future generations; and

 

     WHEREAS, Senate Bill No.     , introduced during the Regular Session of 2012, seeks to appropriate state funds to commission two permanent, three-dimensional works of art to portray the life, vision, accomplishments, impact, and legacy of Senator Inouye and Representative Mink, respectively, to be displayed in the Capitol District in Honolulu, Hawaii; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the House of Representatives concurring, that Hawaii's Congressional Delegation is hereby urged to seek federal funding to match state funds designated to support public works of art honoring the late Senator Daniel K. Inouye and the late Representative Patsy T. Mink, to be commissioned and placed in the Capitol District in Honolulu, Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Hawaii's Congressional Delegation, the Executive Director of the Hawaii State Foundation on Culture and the Arts, and the Comptroller.
