A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE eleventh SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $27,920,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of financing capital improvement projects for the eleventh senatorial district, as follows:

1.   To be expended by the department of education:

     A.   Manoa public library

     Plans, design, and construction for improvements to the parking garage for traffic safety, a public address system for the meeting room, expansion of the photovoltaic rooftop electrical system capacity, addition of exterior seating, installation of a building and parking system, installation of an automatic ground floor sliding glass door to comply with ADA, and restroom improvements.

     B.   Stevenson middle school

     Electrical upgrades.

              Construction             1,700,000

                   Total funding                     $2,000,000

     C.   Stevenson middle school

     Plans, design, construction, and equipment to install a sidewalk connecting the existing sidewalks at the southwest corner of the Auwaiolimu and Nehoa street intersection and to provide ramps to comply with ADA.

                   Total funding                     $150,000

     D.   Roosevelt high school

     Plans for a campus-wide master plan.

                   Total funding                     $250,000

     E.   Roosevelt high school

     Renovation and expansion of gym facilities, including locker room facilities, and alterations needed for the restrooms to meet ADA requirements.

              Design                   1,200,000

              Construction            14,700,000

                   Total funding                     $16,000,000

     F.   Roosevelt high school

     Renovation and expansion of the band room.

     G.   Hokulani elementary school

     Plans, design, and construction for covered lanais around building E.

                   Total funding                     $150,000

     H.   Lincoln elementary school

     Installation of air conditioning for the two buildings in the master plan.

                   Total funding                     $200,000

     I.   Queen Kaahumanu elementary school

     Extension of the existing covered walkway with a ninety-foot extended roof linking all buildings of the school.

              Construction              $ 20,000

                   Total funding                     $180,000

     J.   Queen Kaahumanu elementary school

     Operable partition to divide the cafeteria dining room into separate rooms and a split air conditioning system for both rooms.

              Design                    $ 60,000

              Construction               480,000

                   Total funding                     $540,000

     K.   Makiki public library

     Feasibility study for new public library in Makiki.

                   Total funding                     $250,000

2.   To be expended by the department of labor:

          Manoa heritage center

     Plans, design, and construction for visitor hale and education center.

                   Total funding                     $1,000,000

3.   To be expended by the department of transportation:

          Keeaumoku street overpass

     Plans, design, construction, and equipment for rehabilitation, repaving, and improvement of the sidewalks, guardrails, electrical systems, street lights, and signage.

                   Total funding                     $1,800,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
