RELATING TO PROBATION OFFICERS.

Provides that probation officers are permitted to carry electric guns for protection.

RELATING TO FIREARMS.

Requires the loss or theft of a firearm to be reported to the police within a certain time after discovery.  Exempts persons who comply with the reporting requirement from the penalties for improper storage and other firearms violations.

RELATING TO ENHANCED 911 SERVICES.

Establishes that a public safety agency is a functional division of the State or a county that provides or has authority to provide, or a private entity contracted by a state or county agency that provides, firefighting, law enforcement, ambulance, medical, or other emergency services.

Appropriation to the department of the prosecuting attorney of the city and county of Honolulu for the Honolulu family justice center.

RELATING TO THE POWER OF ARREST.

Adds the federal bureau of investigation and the United States immigration and customs enforcement to the list of federal agencies whose officers may make arrests for certain offenses under state law.  Removes the citizenship and immigration services from the list.  Adds proper titles of the heads of the district offices for the listed federal agencies.

Expands the allowed use of the Federal Reimbursement Maximization Special Fund to reflect United States Department of Justice approved uses.

Requires prisoners to exhaust administrative remedies before bringing a civil court action.

RELATING TO CORRECTIONS.

Requires a financial and management audit of department of public safety commissary operations and out-of-state commissaries where Hawaii inmates are confined.

RELATING TO SEX OFFENDER REGISTRATION.

Adds comparable foreign convictions and tribal convictions to covered offenses; makes offenders who are subject to sex offender registration or notification in their jurisdiction of conviction, covered offenders under Hawaii law; makes it clear that a covered offender must register and report the offender's permanent residence, current temporary residence, or if an address is not available, a description of the place or area in which the covered offender resides; amends the definition of "conviction" in section 846E-1, Hawaii Revised Statutes, to clarify that conviction, for purposes of sex offender registration, occurs on the date judgment is entered; creates a tier classification for any covered sexual offenses that are not clearly included within the current tier classification law; addresses the problem of covered offenders who do not have registered residences to which the post office can deliver mail and cannot receive the ninety-day verification mailings by requiring these offenders to report in person once per month; and repeals the definitions of "mental abnormality, "personality disorder," and "predatory."

RELATING TO PROSTITUTION.

Provides that the county may impound vehicles used in the commission of street prostitution in specified zones as established by the counties.
