Requires employers to pay greater contribution rates on their employees' non-base compensation than on base compensation beginning in fiscal year 2013-2014.

To prevent unexpected increases in pension benefits and in the unfunded actuarial accrued liability of the Employees' Retirement System by limiting the amount of compensation included in "average final compensation" and requiring employers to pay the additional costs resulting from spiking.

Corrects errors; harmonizes ordinary disability and ordinary death benefits for new members of the Employees' Retirement System with their service retirement benefits; and harmonizes age and service requirements for judges who are currently members of the Employees' Retirement System with the requirements for other contributory plan members.

RELATING TO EMPLOYMENT EXEMPTION FOR DOMESTIC SERVICES FOR PERSONS WITH DEVELOPMENTAL AND INTELLECTUAL DISABILITIES.

Amends the definition of "employment" in various labor and employment laws by clarifying the "domestic services" exclusion for services to persons with developmental and intellectual disabilities. (HB2571 HD1)

Status

RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to conduct a study on the wages and compensation of other public housing authorities in the United States that are comparable in size to the Hawaii Public Housing Authority and comparable in duties and responsibilities to the Hawaii Public Housing Authority executive director. Requires the Hawaii Public Housing Authority to submit a report to the United States Department of Housing and Urban Development on the wages and compensation of each of the five highest paid public housing authority executive directors of other comparable states or jurisdictions. (HB1884 HD1)
