RELATING TO OPEN GOVERNMENT.

Creates a process for an agency to obtain judicial review of a decision made by the office of information practices relating to the open meetings law or the Uniform Information Practices Act, and clarifies standard of review.  Effective 7/1/50.  (SD1)

RELATING TO OPEN GOVERNMENT.

Allows board members to hear testimony for a meeting canceled for lack of quorum, to attend informational meetings, and for a four-year period to discuss board business via social media.  (SD1)

Status

RELATING TO DOMESTIC RELATIONS.

Amends various statutory provisions to reconfirm and clarify the original intent of Act 1 (2011) that civil union partners shall have all the same rights, benefits, protections, and responsibilities under law as are granted to those who contract, obtain a license, and are solemnized pursuant to chapter 572, HRS.  Makes various housekeeping amendments to statutes to assist with the implementation and interpretation of Act 1, including with respect to public employee benefits, property held as tenants by the entirety, establishment of parent-child relationships, and adoption.  Ensures couples who terminated their reciprocal beneficiary relationships after 11/1/11 but before this Act becomes effective retain all rights and benefits upon entering into a civil union.  (SD1)

DECISION MAKING TO FOLLOW

 

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX:       For comments less than 5 pages in length, transmit to 586-6210 (for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);

EMAIL:  For comments less than 5 pages in length, transmit to  [email protected] ; or

WEB:      For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
