Appropriates funds to the department of human services to match the federal medicaid disproportionate share hospital allowance allocated to the State. Effective July 1, 2050. (SD1)

RELATING TO LONG-TERM CARE FACILITIES.

Establishes the nursing facility sustainability program special fund into which nursing facility sustainability fees shall be deposited. Requires DHS to charge and collect a provider fee on health care items or services provided by nursing facilities. Effective 07/01/2050. (SD2)

RELATING TO HEALTH CARE.

Consolidates the authority, duties, responsibilities, and jurisdiction of the DHS and DOH, as they relate to various health care services; transfers the programs of DHS relating to home and community-based case management, community care foster family homes, and adult day care to DOH on 7/1/2014. Appropriates funds to DOH for the duties that are not wholly covered by the transfer of funds from DHS. Effective 1/1/50. (SD2)

RELATING TO CLEAN AND SOBER HOMES AND HALFWAY HOUSES.

Establishes a temporary clean and sober home and halfway house task force. Requires the task force to submit a report to the legislature containing findings and recommendations and any proposed legislation that may be necessary to effectuate those recommendations.

RELATING TO AGING.

Statutorily establishes the kupuna care program. Appropriates funds for the kupuna care program, healthy aging partnership program, senior centers, and elder registration services. (SD2)

RELATING TO HEALTH.

Appropriates moneys to community health centers for the provision of direct health care for the uninsured, including those who will be disenrolled from the medicaid QUEST program pending eligibility changes in April 2012.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

     Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6150 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements. Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
