Designates the month of February as "Olelo Hawaii Month" to celebrate and encourage the use of Hawaiian language.  Requires that all letterheads, documents, symbols, and emblems of the State and other political subdivisions include accurate and appropriate Hawaiian names and language.  Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  (SD1)

RELATING TO THE NATIVE HAWAIIAN ROLL COMMISSION.

Requires the Native Hawaiian roll commission to be responsible for verification documents from individuals seeking to be included in the roll of qualified Native Hawaiians.  Requires verification documents to be kept confidential.  Clarifies that the roll commission is prohibited from publishing or releasing any verification documents of any qualified Native Hawaiian on the roll.  Effective 7/1/2050.  (SD2)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Authorizes DHHL to allow a Hawaiian home lands lessee to settle on a vacant homestead lot that has already been awarded to the lessee, subject to conditions.  Requires DHHL to conduct a public awareness campaign to educate affected communities.  (SD2)

RELATING TO VACANCIES.

Amends the deadline to file nomination papers associated with filling a vacancy in the membership of the board of trustees of OHA, to ensure compliance with provisions of the National Defense Authorization Act for Fiscal Year 2010, P.L. 111-84, mandating the mailing of absentee ballots to uniformed and overseas voters no later than forty-five days prior to an election.  Effective 07/01/50.  (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Extends the repeal date in Act 187, Session Laws of Hawaii 2010, to continue the pilot project that enables the Department of Hawaiian Home Lands to begin housing and other projects without having the full amount of the cost of the projects on hand at the start of the project.  Requires report to the legislature no later than twenty days prior to the convening of the regular sessions of 2013 to 2015 on the status of the pilot project.  (SD1)

Allows the chairman, with unanimous consent of the commission, to suspend administrative rules for the purpose of awarding a lease to a native Hawaiian who has been on the waitlist for at least twenty years.  Repeals 6/30/2017.  Effective 07/01/50.  (SD2)

RELATING TO RENEWABLE ENERGY REVENUE.

Identifies geothermal royalties and revenue from public land dispositions to nongeothermal renewable energy producers as supplemental sources of revenue for the native Hawaiian rehabilitation fund.  (SD3)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
