RELATING TO THE HAWAII ECONOMIC DEVELOPMENT TASK FORCE.

Extends the sunset date for the Hawaii economic development task force to 6/30/14.  Effective 6/29/12.

RELATING TO TAXATION.

Repeals the sunset provision relating to the tax on naphtha fuel sold for use in a power-generating facility.

RELATING TO AIR POLLUTION CONTROL.

Requires all crematoriums operating without air pollution control permits and which were constructed prior to March 20, 1972, to submit permit applications to the Department of Health by December 31, 2012.

Status

RELATING TO LANDFILLS.

Requires permitted landfills to track and report the types of alternative daily covers used.  Places a preference on the disposal of residual recycling waste in landfills and incinerators and requires state and county agencies to accept such disposals.

RELATING TO REPORTING REQUIREMENTS FOR TELECOMMUNICATIONS AND CABLE TELEVISION PROVIDERS.

Requires reporting by telecommunications and cable television providers to the Department of Commerce and Consumer Affairs and provides confidentiality for certain information and reports submitted.  Effective January 1, 3000.

RELATING TO COLLECTION AGENCIES.

Clarifies and strengthens enforcement provisions for exempt out-of-state collection agencies and increases fines for collection agencies governed under chapter 443B, Hawaii Revised Statutes.

Status

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to implement best practices in the areas of regulatory frameworks, rules and procedures, and information technology and public access.  Appropriates funds to implement best practices.  Effective July 1, 2012.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX:       For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
