Updates the existing chapter 93, Hawaii Revised Statutes, in response to changes in technology and reduces printing, workload, and delivery costs for all state and county agencies; requires the chief information officer, with the assistance of the office of information management and technology and the Hawaii state public library system, to review the technology, personnel, training, fiscal, and other requirements necessary to implement a program through which state and county agencies would make all of their publications available in electronic format for online distribution; requires report to 2013 legislature. RELATING TO EDUCATION.

Amends section 302A-1151.5, Hawaii Revised Statutes, to require the department of education to consider allowing charter schools and pre-plus programs to occupy all or a portion of public school facilities the department is considering for closure; provided that the department may consider using the facilities for any other purpose the board of education deems appropriate. Requires the department of education to identify unused public schools facilities for possible use by charter schools, early learning programs, or for any other purpose the board of education deems appropriate. Repeals sections 302A-1506.5 and 302B-3.6, Hawaii Revised Statutes. Effective 7/1/2050. (SD2)

Status

RELATING TO INSTRUCTIONAL TIME.

Requires the department of education to develop up to four bell schedules for elementary, middle, and high schools to standardize instructional periods across all schools, with the exception of charter schools and multi-track public schools. Requires each school to choose one of the available bell schedules for each grade level. Amends the definition of "student instructional hours" for elementary and secondary schools. (SD2)

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
