RELATING TO HEALTH.

Requires health plans that provide coverage for cancer chemotherapy treatment to establish limits on out-of-pocket costs for cancer medications, including generic and nongeneric oral chemotherapy.  (SD1)

RELATING TO PSEUDOEPHEDRINE.

Establishes an electronic tracking system for the sale of products containing pseudoephedrine base beginning 1/1/13.  Requires the department of public safety narcotics enforcement division to implement the electronic tracking system in conjunction with the existing narcotics tracking system no later than 1/1/15.  (SD1)

RELATING TO VACCINATIONS.

Allows pharmacists, per a physician's prescription, to administer the influenza vaccine to persons aged fourteen to seventeen provided that the pharmacist has fulfilled certain requirements, including renewing the license to administer the influenza vaccine to minors every four years.  (SD1)

RELATING TO TATTOO ARTISTS.

Restricts the sale of tattoo supplies.  Requires blood borne pathogen test as a prerequisite for licensure beginning 1/1/2013 and every four years after initial test to continue to hold a license.  Prohibits body piercing or body modifications at tattoo trade shows.  Creates a tattoo artist task force.  Reports to legislature.  (SD1)

Specifies that group health insurance plans shall provide dependent coverage for natural grandchildren adopted by plan participants or beneficiaries.  (SD1)

Amends the definition of "the practice of nursing as a registered nurse" to include carrying out the orders of a licensed physician assistant practicing with physician supervision as required by chapter 453, HRS, and acting as an agent of the supervising physician.  (SD1)

Prohibits an insurer from requiring a doctor's referral for annual covered screening mammograms for insureds over the age of forty.  (SD1)

Permits the Department of Health the option of recognizing full accreditation by the Joint Commission as evidence of hospital compliance with all licensing inspection for the duration of the accreditation.

RELATING TO CONTRACT PROPOSALS FOR CHILD CARE.

Prohibits the performance of a contract, pursuant to chapter 103F, Hawaii Revised Statutes, rather than acceptance of a contract proposal, by any applicant who lacks an appropriate license.  Requires contract proposals submitted under chapter 103F, Hawaii Revised Statutes, to include the all-inclusive cost to the State and prohibits an award or contract from including payment for any costs not included in the proposal.  (SD1)

RELATING TO INSURER REQUIREMENTS.

Requires all commercial health care insurers operating in Hawaii to share with the department of human services, a listing of their members for medicaid eligibility determination.  (SD1)
