RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS.

Adds powers and duties to the director of labor and industrial relations regarding the registration and regulation of professional employer organizations. Authorizes various penalties for noncompliance; amends definitions and bond level requirements; and establishes the professional employer organization special fund. Repeals chapter 373K, HRS, but moves the general excise tax exemption provisions to chapter 373L, HRS. Appropriates funds to the department of labor and industrial relations. Effective July 1, 2112. RELATING TO CHALLENGE COURSE TECHNOLOGY.

Establishes standards and regulations for operators of ziplines and canopy tours. Requires operators to obtain annual inspections and a certificate of insurance from the operator's insurance provider. Effective July 1, 2112. (SB2433 HD1)

RELATING TO PORTABLE ELECTRONICS INSURANCE.

Establishes provisions for the sale of portable electronics insurance. Requires vendors to hold a limited lines license to sell or offer coverage under a policy. Effective January 1, 2112. (SB2655 HD1)

RELATING TO INSURANCE.

Requires the Insurance Commissioner to publish a list of homeowners insurers and homeowners insurance annual premiums, and motor vehicle insurers and motor vehicle insurance annual premiums on the Insurance Division's official website. Allows the Insurance Commissioner to intervene to adjust insurance rates. Provides for written notice of disapproval and hearing requirements. Includes advisory organizations in the rate filings and regulation process under Article 14, Chapter 431, Hawaii Revised Statutes. Effective July 1, 2012. (SB2769 HD1)

RELATING TO ENTITIES REGULATED BY THE INSURANCE COMMISSIONER.

Updates the insurance code by removing or revising certain provisions that relate to the licensing and regulation of mutual benefit societies and health maintenance organizations; updates financial regulatory requirements and fees to be more consistent with requirements placed on traditional insurance companies. RELATING TO THE HAWAII IMMUNIZATION REGISTRY.

Allows limited health insurer access to the Hawaii immunization registry. Requires the Department of Health to store minimal demographic information in the registry on individuals who have elected to refuse inclusion in the registry. Effective July 1, 2050. (SB2825 HD1)

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Specifies that the Hawaii Health Connector establish and administer separate programs to serve the individual market and the small group market. Establishes a navigator program. Establishes staggered terms for board members and clarifies board composition. Clarifies role of the Department of Human Services in determining Medicaid eligibility. Effective July 1, 2050. RELATING TO PRESCRIPTION DRUG.

Requires the Director of Human Services to develop by July 1, 2013, a uniform prior authorization form for prescription drugs that are prescribed for treating diabetes or any form of cancer. Beginning January 1, 2014, requires the uniform prior authorization form to be used by prescribers and health care insurance providers. Effective July 1, 2050. (SB2436 HD1)

RELATING TO TATTOO ARTISTS.

Restricts the sale of tattoo supplies. Requires blood borne pathogen test as a prerequisite for tattoo licensure beginning January 1, 2013, and every two years after initial test to continue to hold a license. Prohibits tattoo trade shows under the adoption of rules by the Department of Health. Prohibits body piercing or body modifications at product demonstrations or educational demonstrations. Creates a tattoo artist task force. Effective July 1, 2050. (SB2398 HD1)

RELATING TO RENEWABLE ENERGY.

Allows the public utilities commission to direct electric utilities to include specific scenarios and resource options as part of their integrated resource plans, to develop a framework to replace oil-based power generation facilities, and to examine certain policies related to the distribution of renewable energy. RELATING TO ELECTRIC UTILITIES.

Authorizes the Public Utilities Commission to allow electric utility companies to recover all power purchase costs that have been approved by the Commission. (SD1)

RELATING TO ELECTRICITY.

Authorizes the PUC to develop, adopt, and enforce reliability standards and interconnection requirements; authorizes the PUC to contract for the performance of related duties with a party that will serve as the Hawaii electricity reliability administrator. Authorizes the collection of a Hawaii electricity reliability surcharge to be collected by Hawaii's electric utilities. (SD2)

RELATING TO INTERISLAND ELECTRIC TRANSMISSION CABLE SYSTEMS.

Establishes a regulatory structure for the installation and implementation of an interisland high voltage electric transmission cable system and for the construction of on-island transmission infrastructure. Effective July 1, 2050. (SB2785 HD1)
