RELATING TO INVASIVE SPECIES.

Makes an appropriation to the DOA for the funding for 1 full-time equivalent dog detector inspector IV position (1.0 FTE) and 2 full-time equivalent dog detector III (2.0 FTE) positions.

RELATING TO INVASIVE SPECIES.

Establishes the Hawaii invasive species detection and prevention program within the DOA. Makes an appropriation to the DOA for the funding for the program

Status

RELATING TO AGRICULTURE INSPECTORS.

Requires the DOA to establish a licensure program to deputize private inspectors for the purpose of conducting inspections on other parts of the United States. Authorizes the DOA to assess fees for licensure and inspections.

RELATING TO AGRICULTURE.

Allows moneys in the pest inspection, quarantine, and eradication fund to be expended for the electronic importer manifest program. Makes an appropriation for the implementation of the electronic importer manifest program. Effective July 1, 2012.

RELATING TO AGRICULTURE.

Creates agricultural safety and security program. Designates sections 141-1 through 141-10 as part I, General Provisions. Allows certification services revolving fund moneys to fund the agricultural safety and security program.

Creates an agricultural development and food security program within the Department of Agriculture. Effective 7/1/2012.

RELATING TO THE ESTABLISHMENT OF AN AGRIBUSINESS COOPERATIVE PROGRAM.

Requires the convening of a task force to conduct a study as to whether an agribusiness cooperative program should be established in Hawaii.

RELATING TO FEED MILLS.

Awards a grant to the Oceanic Institute for the construction of the feeds research and pilot production facility. Requires the Oceanic Institute to report to the legislature on the progress of the project. Appropriation.

RELATING TO LIVESTOCK FEED.

Creates a livestock feed feasibility pilot project to investigate the viability of a livestock feed program on Department of Agriculture land. Effective on approval.

RELATING TO AGRICULTURAL POLICY.

Amends objectives and policies for the economy to support the purchase and consumption of locally grown products. Effective upon approval.

Status

RELATING TO FOOD SELF-SUFFICIENCY.

Creates a new chapter in the Hawaii Revised Statutes requiring the Department of Agriculture to develop a food sustainability standard to promote local food production to help diversify the local economy.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
