MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF A VAPOR HEAT TREATMENT FACILITY.
Appropriates general fund moneys for the construction of a vapor heat treatment facility by the agribusiness development corporation on the island of Hawaii at a location to be determined by the corporation.

RELATING TO AGRICULTURAL THEFT.
Requires those sentenced for agricultural theft to provide restitution to the victim.  Includes in the offense of theft in the second degree the failure to maintain required certificates while in possession of agricultural commodities.  Effective July 1, 2020.  (HB1524 HD2)

RELATING TO AGRICULTURAL-BASED COMMERCIAL OPERATIONS.
Defines agricultural-based commercial operations and authorizes agricultural-based commercial operations in agricultural districts.

RELATING TO SUSTAINABILITY.
Increases the amount of the per-barrel allocation of the barrel tax to the energy security special fund and the agricultural development and food security special fund from 15 cents to 45 cents.  Renames the Hawaii economic development task force the Hawaii food and energy security council and extends the sunset date of the council to June 30, 2014.  Makes permanent certain amendments to the barrel tax enacted by Act 73, Session Laws of Hawaii 2010.  Appropriates funds from the energy security special fund and the agricultural development and food security special fund to DBEDT and DOA, respectively.

RELATING TO AGRICULTURE.
Exempts producers of agricultural products in areas without access to municipal water supplies or infrastructure from processing the product in a certified food-processing establishment or obtaining a permit from the DOH.  Increases the exemption threshold for producers of honey.
