A BILL FOR AN ACT

 

 

RELATING TO IRRIGATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  A reliable irrigation system is the lifeblood of Hawaii's agricultural industry.  To ensure that Hawaii's crops receive a steady and dependable supply of water, sufficient funding is needed to maintain and improve Hawaii's irrigation systems.

     The purpose of this Act is to provide additional funding needed for the repair and maintenance of irrigation systems throughout the State.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $          or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of capital improvement projects to the following irrigation systems:

     (1)  Waiahole irrigation system                     $

     (2)  Waimanalo irrigation system                    $

     (3)  Molokai irrigation system                      $

     (4)  Upcountry Maui irrigation system               $

     (5)  Lower Hamakua ditch system                     $

     (6)  Kau irrigation system                          $

     (7)  Kekaha ditch system                            $

     (8)  Kahuku agricultural park

             irrigation system                           $

     (9)  Agricultural water use and

             development plan                            $

     The projects are deemed necessary to qualify for federal aid financing and reimbursement.

     SECTION 3.  The director of finance is authorized to issue general obligation bonds in the sum of $          or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects to the following irrigation systems:

     (1)  Waiahole irrigation system                     $

     (2)  Waimanalo irrigation system                    $

     (3)  Upcountry Maui irrigation system               $

     (4)  Lower Hamakua ditch irrigation system          $

     (5)  Kau irrigation system                          $

     (6)  Kekaha ditch irrigation system                 $

     The projects are deemed necessary to qualify for federal aid financing and reimbursement.

     SECTION 4.  The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 5.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 6.  This Act shall take effect on July 1, 2050.
