A BILL FOR AN ACT

 

 

RELATING TO FLOOD MITIGATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that flooding is a major problem for various parts of the State.  Flooding not only causes physical damage to structures, but also creates dangerous travel conditions that lead to road closures and potential loss of life.  Flooding due to heavy rains has been a recurring problem in these areas, causing unsafe road conditions and road closures as recently as January 2011.

     The purpose of this Act is to appropriate funds for flood mitigation efforts in various areas on the islands of Oahu, Hawaii, Kauai, and Maui.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2011-2012 for flood mitigation efforts in the following areas:

     (1)  Oahu:  Farrington highway between Maili and Nanakuli, Lualualei Valley area, and Waiahole-Waikane;

     (2)  Hawaii:  Kawa flats (route 11: MP 58 to MP 59);

     (3)  Kauai:

         (A)  North side section of Kuhio highway (Wailua Golf Course MM 4-5; Kapaa MM 6.6/Papaloa junction, North entrance to Kapaa bypass MM 8.9, Mailihuna junction Kealia MM 9.9, Hanalei MM 1.2.3, Hanalei/infront Waioli church/school MM 3, Wainiha MM 6.5, Manoa stream MM 8.8, and Limahuli MM 9.5; and

         (B)  West side section of Rice street and Nawiliwili road, and Kaumualii highway (Hanapepe Town MM 17 at Lele road junction; Kaumakani area MM 18.6 near Methodist church, Makaweli MM 21, and Pioneer MM 22; and

     (4)  Maui:

         (A)  Kahekili highway at Waihee school;

         (B)  Puunene avenue, Wakea avenue to vicinity of McDonalds restaurant;

         (C)  Hana highway at Hanakai street;

         (D)  North Kihei road, Piilani highway to Kealia Pond;

         (E)  Honoapiilani highway at the tunnel and at MP11; and

         (F)  Honoapiilani highway at Olowalu.

     The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2011.
