A BILL FOR AN ACT

 

 

RELATING TO STATE FINANCES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the national and global economic crisis that began in the second half of 2008 has caused significant economic problems in numerous industries in the State.  Difficult economic times and declining tax revenues resulted in significant budget cuts and a reduction of state government core services.

     The reduction in services has jeopardized the safety net of basic human services, health, and education needs for Hawaii's residents and families.  While all of Hawaii's residents have been affected by the situation, gap group families and families closest to the poverty line have been severely impacted.

     The purpose of this Act is to appropriate moneys to support programs essential to education, public health, and public welfare and begin to repair the decimated safety net.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $114,467 or so much thereof as may be necessary for fiscal year 2012-2013 for respite services.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 to supplement the healthy start program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $285,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to:

     (1)  Catholic Charities Hawaii for the Lanakila

          Multi-Purpose Senior Center           $175,000;

     (2)  Moiliili Community Center for the

          Moiliili Senior Center Program        $50,000; and

     (3)  Waikiki Community Center                   $60,000.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 5.  There is appropriated out of the general revenues of the State of Hawaii the sum of $4,800,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the kupuna care program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 6.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,400,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the aging and disability resource center.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 7.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,500,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the developmental disabilities medicaid waiver program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 8.  There is appropriated out of the general revenues of the State of Hawaii the sum of $7,500,000 or so much thereof as may be necessary for fiscal year 2012-2013 for adult mental health services.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 9.  There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the long-term adult supports and resources program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 10.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,260,000 or so much thereof as may be necessary for fiscal year 2012-2013 for substance abuse treatment and prevention services for adults and adolescents.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 11.  There is appropriated out of the general revenues of the State of Hawaii the sum of $140,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Coalition for a Drug-Free Hawaii for substance abuse prevention services to youth and their families in the Kapolei district.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 12.  There is appropriated out of the general revenues of the State of Hawaii the sum of $426,722 or so much thereof as may be necessary for fiscal year 2012-2013 for the healthy aging partnership program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 13.  There is appropriated out of the general revenues of the State of Hawaii the sum of $332,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Waianae District Comprehensive Health and Hospital Board, Inc., to support its emergency room services.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 14.  There is appropriated out of the general revenues of the State of Hawaii the sum of $270,000 or so much thereof as may be necessary for fiscal year 2012-2013 for HIV/AIDS related services.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 15.  There is appropriated out of the general revenues of the State of Hawaii the sum of $10,500,000 or so much thereof as may be necessary for fiscal year 2012-2013 for health care services for individuals who are uninsured and underinsured at federally qualified health centers on the islands of Hawaii, Kauai, Maui, Lanai, Molokai, and Oahu.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 16.  There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2012-2013 to:

     (1)  Increase children's oral health services and prevention services;

     (2)  Increase public awareness of oral health through outreach and education programs; and

     (3)  Establish and implement an electronic system to track data on children's dental health.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 17.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Kokua Kalihi Valley (Comprehensive Family Services).

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 18.  There is appropriated out of the general revenues of the State of Hawaii the sum of $180,000 or so much thereof as may be necessary for fiscal year 2012-2013 for services to pregnant women struggling with addiction.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 19.  There is appropriated out of the general revenues of the State of Hawaii the sum of $699,557 or so much thereof as may be necessary for fiscal year 2012-2013 for the baby S.A.F.E. (substance abuse free environment) program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 20.  There is appropriated out of the general revenues of the State of Hawaii the sum of $110,000 or so much thereof as may be necessary for fiscal year 2012-2013 for fetal alcohol spectrum disorders.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 21.  There is appropriated out of the general revenues of the State of Hawaii the sum of $546,021 or so much thereof as may be necessary for fiscal year 2012-2013 for family planning services.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 22.  There is appropriated out of the general revenues of the State of Hawaii the sum of $94,229 or so much thereof as may be necessary for fiscal year 2012-2013 for perinatal health programs.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 23.  There is appropriated out of the general revenues of the State of Hawaii the sum of $436,596 or so much thereof as may be necessary for fiscal year 2012-2013 for the preschool developmental screening program.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 24.  There is appropriated out of the general revenues of the State of Hawaii the sum of $75,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Planned Parenthood of Hawaii for statewide sexual health education.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 25.  There is appropriated out of the general revenues of the State of Hawaii the sum of $151,391 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Child and Family Service for family centers on the island of Kauai named Nana's House and Hale Hoomalu.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 26.  There is appropriated out of the general revenues of the State of Hawaii the sum of $160,389 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Child and Family Service for permanency support services on the island of Oahu.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 27.  There is appropriated out of the general revenues of the State of Hawaii the sum of $133,810 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Child and Family Service for substance abuse counseling services on the island of Maui.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 28.  There is appropriated out of the general revenues of the State of Hawaii the sum of $600,000 or so much thereof as may be necessary for fiscal year 2012-2013 for comprehensive counseling and support services statewide.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 29.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 for resource family recruitment, licensing, and training under the Hui Hoomalu Consortium.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 30.  There is appropriated out of the general revenues of the State of Hawaii the sum of $75,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the Waianae receiving home.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 31.  There is appropriated out of the general revenues of the State of Hawaii the sum of $140,000 or so much thereof as may be necessary for fiscal year 2012-2013 for multi-disciplinary teams and psychological evaluations.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 32.  There is appropriated out of the general revenues of the State of Hawaii the sum of $230,000 or so much thereof as may be necessary for fiscal year 2012-2013 for ohana conferencing.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 33.  There is appropriated out of the general revenues of the State of Hawaii the sum of $9,410 or so much thereof as may be necessary for fiscal year 2012-2013 for the interstate compact for the placement of children.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 34.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 for family strengthening services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 35.  There is appropriated out of the general revenues of the State of Hawaii the sum of $400,000 or so much thereof as may be necessary for fiscal year 2012-2013 for parenting skills training.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 36.  There is appropriated out of the general revenues of the State of Hawaii the sum of $800,000 or so much thereof as may be necessary for fiscal year 2012-2013 for teen pregnancy prevention.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 37.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Blueprint for Change for neighborhood place walk-in centers.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 38.  There is appropriated out of the general revenues of the State of Hawaii the sum of $550,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Primary Care Association for the Hawaii immigrant health initiative program provided at federally qualified health centers.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 39. There is appropriated out of the general revenues of the State of Hawaii the sum of $450,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Susannah Wesley Community Center for afterschool and teen programs.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 40.  There is appropriated out of the general revenues of the State of Hawaii the sum of $210,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Hale Mahaolu for personal care services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 41.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the shelter plus care program.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 42.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,900,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Primary Care Association for adult dental care provided at federally qualified health centers; provided that the funds shall not be used for any other purpose.  The governor is authorized to utilize enhanced federal medical assistance percentages funds to offset the amount appropriated; provided that the total amount shall not exceed $2,000,000.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 43.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2012-2013 for Maui community college, university of Hawaii, for the adult dental care program.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 44.  There is appropriated out of the general revenues of the State of Hawaii the sum of $838,782 or so much thereof as may be necessary for fiscal year 2012-2013 to match the federal medicaid allowance allocated to the State for adult vision services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 45.  There is appropriated out of the general revenues of the State of Hawaii the sum of $30,000 or so much thereof as may be necessary for fiscal year 2012-2013 for outstationed eligibility worker services provided at federally qualified health centers.

     The sum appropriated shall be expended by the department human services for the purposes of this Act.

     SECTION 46.  There is appropriated out of the general revenues of the State of Hawaii the sum of $80,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Primary Care Association for outreach services provided at federally qualified health centers.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 47.  There is appropriated out of the general revenues of the State of Hawaii the sum of $44,636 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Primary Care Association for outreach services to locate uninsured children for services at federally qualified health centers.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 48.  There is appropriated out of the general revenues of the State of Hawaii the sum of $274,111 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Adult Friends for Youth for youth gang prevention and intervention services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 49.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2012-2013 to the office of youth services for a youth gang response system.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 50.  There is appropriated out of the general revenues of the State of Hawaii the sum of $800,000 or so much thereof as may be necessary for fiscal year 2012-2013 for child care subsidies.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 51.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 to the united peer learning integrated new knowledge program for statewide non-school hour programs.

     The sum appropriated shall be expended by the office of youth services of the department of human services for the purposes of this Act.

     SECTION 52.  There is appropriated out of the general revenues of the State of Hawaii the sum of $450,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Hawaii Centers for Independent Living for statewide independent living services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 53.  There is appropriated out of the general revenues of the State of Hawaii the sum of $600,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Partners in Development Foundation to:

     (1)  Provide comprehensive family training (early childhood, parent, adult education, and intensive child-caregiver activities) and transitional services to sheltered and unsheltered homeless families on the leeward coast of Oahu;

     (2)  Offer early screening, assessment, and referral services for homeless children from birth to age five; and

     (3)  Prepare homeless children for kindergarten by providing developmentally appropriate social, emotional, and cognitive activities in a child-caregiver interactive learning environment.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 54.  There is appropriated out of the general revenues of the State of Hawaii the sum of $2,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the homeless programs office of the department of human services, to assist homeless and at-risk individuals and families with housing placement, health, education, employment, and other support services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 55.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,500,000 or so much thereof as may be necessary for fiscal year 2012-2013 for a rental assistance program, also known as a shallow subsidy program, for sheltered homeless who are ready to rent permanent housing in order to obtain and maintain permanent housing; provided that the maximum subsidy shall be $300 per month after households pay a minimum of thirty per cent of their adjusted income for rent.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 56.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,200,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the preschool open doors program.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 57.  There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to The Children's Alliance of Hawaii, Inc., to provide child sex assault services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 58.  There is appropriated out of the general revenues of the State of Hawaii the sum of $350,000 or so much thereof as may be necessary for fiscal year 2012-2013 for education and prevention related to children exposed to domestic violence and dating violence.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 59.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,250,000 or so much thereof as may be necessary for fiscal year 2012-2013 for auxiliary necessary staffing for domestic violence shelters.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 60.  There is appropriated out of the general revenues of the State of Hawaii the sum of $150,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Catholic Charities Hawaii to provide intra-familial sex assault services.

     The sum appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 61.  There is appropriated out of the general revenues of the State of Hawaii the sum of $975,000 or so much thereof as may be necessary for fiscal year 2012-2013 for domestic violence services.

     The sum appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 62.  There is appropriated out of the general revenues of the State of Hawaii the sum of $570,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Domestic Violence Action Center to provide specialized legal and advocacy services for victims of domestic violence.

     The sum appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 63.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,382,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to:

     (1)  Volunteer Legal Services Hawaii to provide pro bono legal services for indigent persons;

     (2)  The Legal Aid Society of Hawaii to provide general civil legal services; and

     (3)  The Hawaii Family Law Clinic to provide services to obtain temporary restraining orders;

and to be distributed as follows:

     (1)  Volunteer Legal Services Hawaii       $300,000;

     (2)  Legal Aid Society of Hawaii           $800,000; and

     (3)  Hawaii Family Law Clinic                   $282,000.

     The sum appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 64.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2012-2013 for the Hawaii veterans' treatment court.

     The sum appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 65.  There is appropriated out of the general revenues of the State of Hawaii the sum of $336,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Young Men's Christian Association of Honolulu for the operation of the weed and seed program in Kalihi-Palama, Waipahu, and Ewa Beach.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 66.  There is appropriated out of the general revenues of the State of Hawaii the sum of $165,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to the Hawaii Disability Rights Center to provide advocacy service to individuals with developmental disabilities and mental illness.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 67.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for employment core services.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 68.  There is appropriated out of the general revenues of the State of Hawaii the sum of $119,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the provision of training for trainers and others to prevent and address bullying and cyberbullying and to promote peaceful relations among students and others who are a part of a public or private school community.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 69.  There is appropriated out of the general revenues of the State of Hawaii the sum of $450,293 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Read Aloud America, Inc., for the read aloud program.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 70.  There is appropriated out of the general revenues of the State of Hawaii the sum of $10,000 or so much thereof as may be necessary for fiscal year 2012-2013 to provide funding for grants pursuant to chapter 42F, Hawaii Revised Statutes, to Read To Me International Foundation for reading programs for children of incarcerated parents.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 71.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the peer education program.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 72.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,500,000 or so much thereof as may be necessary for fiscal year 2012-2013 for the adult education program.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 73.  There is appropriated out of the general revenues of the State of Hawaii the sum of $466,140 or so much thereof as may be necessary for fiscal year 2012-2013 for statewide sexual assault crisis and clinical services for adult victims of sexual assault and minors and their families of extra-familial sexual assault.

     The sum appropriated shall be expended by the department of the attorney general for the purposes of this Act.

     SECTION 74.  This Act shall take effect on July 1, 2012.
