RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT.

Amends section of motor vehicle industry licensing act to reflect updated statutory cross-references and make nonsubstantive technical amendments.

RELATING TO LIGHT POLLUTION.

Requires every new and replacement outdoor light fixture to be fully shielded beginning on July 1, 2013, with certain exemptions. Defines fully shielded. (SD1)

RELATING TO PARKING FOR THE DISABLED.

Requires disabled parking placards to be hung from the front windshield mirror of a vehicle when in use. Allows the placard to be displayed on the vehicle's dashboard if the design of the vehicle's rearview mirror precludes secure hanging of the placard. (SD1)

RELATING TO EXCESSIVE SPEEDING.

Authorizes the court to order forfeiture of any vehicle owned by the defendant if it was used in the commission of the excessive speeding offense and if the defendant has at least two prior excessive speeding convictions. Effective 7/1/2050. (SD2)

RELATING TO HIGHWAY SAFETY.

Extends the period in which an owner of a new car is exempted from obtaining a certificate of inspection from two years to three years from the date of purchase.

RELATING TO INSURANCE.

Exempts an insurer from prohibitions on cancellation or nonrenewal of a motor vehicle insurance policy; provided that the insurer offers a replacement policy that offers the same or better coverage, terms, or conditions at a lower price through an affiliate or subsidiary. (SD1)

RELATING TO AUTOMOBILE PERSONAL INJURY LIMITATIONS.

Requires a record reviewer for medical treatment provided for an injury covered by a motor vehicle insurance policy to possess sufficient specialized knowledge to assess the specific treatment at issue; makes the record review available upon request. (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

     Testifier's name with position/title and organization;

     The Committee the comments are directed to;

     The date and time of the hearing;

     Measure number; and

     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
