RELATING TO LIMITATION OF ACTIONS.

Eliminates the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor.  Revives for one year certain actions for which the statute of limitations had previously lapsed.  (SD1)

Requires hospitals to provide survivors of sexual assault with medically and factually accurate and unbiased information regarding emergency contraception.

RELATING TO BULLYING AND CYBERBULLYING.

Establishes a bullying and cyberbullying policy for all public schools.  Requires implementation of the policy in all public schools.  Establishes bullying and cyberbullying reporting requirements for all public and private schools.  Establishes a misdemeanor offense of bullying or cyberbullying a minor.  Defines "bullying" and "cyberbullying".  Requires the department of education and the charter school review panel to report to the legislature annually.  (SD1)

Allows a provider of medical services to provide emergency shelter and related services to a minor under certain circumstances.  (SD1)

RELATING TO INTOXICATING LIQUOR VIOLATIONS INVOLVING MINORS.

Establishes an immunity from prosecution for consumption of intoxicating liquor by a minor if the minor summons medical treatment for another minor who requires such treatment as a result of consuming liquor.  Also provides that immunity may be provided to the intoxicated minor and one or two other minors assisting the summoning minor.  (SD1)

RELATING TO MOTOR CARRIERS.

Makes null and unenforceable any portion of a motor carrier transportation services contract or agreement that requires the carrier to indemnify, defend, or hold harmless the other party from any liability for that party's negligence or intentional acts or omissions.  (SD1)

RELATING TO EXCESSIVE SPEEDING.

Authorizes the court to order forfeiture of any vehicle owned by the defendant if it was used in the commission of the excessive speeding offense and if the defendant has at least 2 prior excessive speeding convictions.  (SD1)

Prohibits a public official or public employee from appointing, employing, promoting, or advancing a relative within an agency over which the public official or public employee exercises control or the relative of another public official or employee employed by or exercising control over the same agency.

·         In person:  1 copy of their testimony to the committee clerk, Room 002, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 9:00 a.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
