Allows grandchildren of elderly housing project residents to temporarily reside with the residents in certain family crisis situations; limits temporary residence to three months; limits the number of grandchildren to two during the three-month period; affords residents evicted for raising grandchildren-in-crisis in their housing project units priority status to return to project housing.

Requires the Hawaii housing finance and development corporation to identify housing units, owned or managed by the state, that are vacant and could be used as affordable rental housing.  Report to governor and legislature.

Requires the Hawaii public housing authority to review the redevelopment project at Kuhio park terrace; requires report to the legislature no later than September 30, 2011.

Requires the department of human services to identify suitable properties for a housing first program that identifies affordable rental housing projects, including an initial housing first single resident occupancy affordable rental housing model project site in an urban core.  Requires DHS to report to the legislature and the governor.

Makes a grant to Aloha United Way 211 for a homeless care coordinator position.  Appropriates funds.

Broadens criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after a reasonable request or warning to leave by housing authorities or a police officer.  Excludes an invited guest, unless the guest is violating a law or rule.

Prohibits smoking in and around public housing projects or state low-income housing projects under the jurisdiction of the Hawaii public housing authority.

Requires all visitors to public housing projects to receive a visitor pass from authorities of the public housing project.  Establishes the non-possession of a visitor pass as prima facie evidence of criminal trespass in the first degree.

Prohibits open alcoholic beverage containers on any common area of a public housing project.

·         In person:  1 copy of their testimony to the committee clerk, Room 016, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
