RELATING TO AEROSPACE DEVELOPMENT.

Extends the sunset date of the Starlight Reserve Advisory Committee by two years. Makes appropriations to the Office of Aerospace Development of the Department of Business, Economic Development, and Tourism. Effective July 1, 2112.

RELATING TO HAWAII HEALTH CORPS.

Appropriates funds to increase access by medically underserved resident populations to culturally appropriate primary health care services by supporting the development of the rural health workforce for the Hilo medical center, by implementing and sustaining the rural interdisciplinary residency program. Effective July 1, 2050.

MAKING AN APPROPRIATION FOR HEALTH INFORMATION TECHNOLOGY.

Appropriates funds to the Department of Health to participate in federal matching grant programs associated with the development of health information technologies. Requires an annual report. Effective July 1, 2050.

Status

RELATING TO TEACHERS.

Allows teacher and educational officer board members to continue to serve out up to three consecutive three-year terms even if they retire during a term. Adds timely payment of fees to the requirements for license renewal. Extends the term of the renewable advanced licensed from five to ten years. Allows the Hawaii Teacher Standards Board to develop a new career and technical education license for those with appropriate industry experience who meet certain criteria.

RELATING TO COLLECTIVE BARGAINING.

Specifies that the benefits of the Hawaii Employer-Union Health Benefits Trust Fund are subject to negotiation. Clarifies that a decision of an arbitration panel shall be final. Makes conforming amendments to Chapter 87A, HRS, and Chapter 89, HRS. Effective July 1, 2050.

RELATING TO THE LANAI WATERSHED.

Requires private and available federal funding sources to implement the Lanaihale Watershed Management Plan. Requires the Department of Land and Natural Resources to control and manage implementation of the Lanaihale Watershed Management Plan. Effective July 1, 2050.

Status

RELATING TO PROCUREMENT.

Requires the general contractor and applicable subcontractor for construction procurement under the Hawaii public procurement code to file certification of compliance with Chapter 103B, Hawaii Revised Statutes (HRS), with the notice of final completion of the contract. Specifies certain sanctions for general contractors and subcontractors who fail to comply with Chapter 103B, HRS. Effective July 1, 2050.

Status

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes the Public Land Development Corporation to administer an appropriate and culturally-sensitive public land development program. Allows the limited issuance of commercial use permits for vessels with assigned moorings in Ala Wai and Keehi boat harbors. Provides for future moorage fees to be established by appraisal by a State-licensed appraiser. Directs the Department of Land and Natural Resources to use the request-for-proposals process to enter into a public-private partnership for the development of portions of Ala Wai Boat Harbor facilities that are presently underused to maximize the revenue potential from such facilities. Effective July 1, 2050.
