Status

RELATING TO AGRICULTURAL DEVELOPMENT.

Expands the authorized uses of the Agricultural Development and Food Security Special Fund to include the improvement of dams and reservoirs, and water quality testing and improvement.  Authorizes director of finance to issue general obligation bonds for the special fund.  Effective July 1, 2020.

Status

RELATING TO AGRICULTURE.

Provides that dams and related reservoir areas designated as important agricultural lands shall be included in the total area calculation for important agricultural lands.  Provides tax credits and exemptions for dam and reservoir remediation and aquacultural facilities.  Effective July 1, 2020.

RELATING TO HAWAII PUBLIC HOUSING AUTHORITY.

Authorizes the HPHA to enter into contracts with developers to develop public housing projects in exchange for commercial space in the project.  Effective 7/1/2050.

RELATING TO ATHLETIC TRAINERS.

Creates registration requirements and qualifications for athletic trainers in this State; provides exemptions; prescribes penalties.  Effective 7/1/2050.

Status

RELATING TO HEALTH.

Authorizes the Hawaii Medicaid Modernization and Innovation Task Force that may design and implement the Hawaii Patient-Centered Health Home Pilot Program.  Authorizes the establishment of an advance health care-directive program.  Provides that managed care plans or providers offering services under QUEST programs may not modify reimbursement policies, guidelines, interpretation, or positions adopted by Medicaid or any agent without providing prior written notice to any affected health care provider.  Effective July 1, 2050.

Status

RELATING TO THE PUBLIC LAND.

Requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system.  Requires all state agencies to report to the department each parcel of land to which it holds title; the disposition of each parcel to which the agency holds title or is acquiring title; and any inaccuracies in reports to the department.  Requires the department to submit a progress report to the legislature.  Appropriates funds to create and maintain a comprehensive statewide public land trust inventory database and to provide funding for one staff position for a database and application developer.  Effective 7/1/2050.

Status

RELATING TO HISTORIC PRESERVATION.

Establishes the south Kona wilderness area on the island of Hawaii for a period of two years to preserve vulnerable visual, natural, biological, and historical aspects of South Kona.  Effective July 1, 2050.  Repealed on June 30, 2013.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
