RELATING TO GASOLINE DEALERS.

Requires the Public Utilities Commission to impose a civil penalty against gasoline dealers who violate the law.  Requires the Attorney General to institute a civil action for civil penalties not paid in a timely manner.  Effective January 1, 2050.

RELATING TO PETROLEUM PRODUCTS.

Allows gasoline dealers to enter into cooperative purchasing agreements to acquire discounts on gasoline purchases.

RELATING TO THE PERMITTED TRANSFERS IN TRUST ACT.

Amends the Permitted Transfers in Trust Act to govern transfers of property from a transferor to a trustee by means of an irrevocable trust instrument.  Effective July 1, 2011.

RELATING TO INSURANCE.

Adopts amendments to the insurance code to comply with the federal Nonadmitted and Reinsurance Reform Act of 2010 relating to surplus lines insurance and participate in a multi-state cooperative to collect surplus lines premium taxes and fees and distribute to the individual states the taxes and fees they assessed.

Adopts model regulations of National Association of Insurance Commissioners in conformity with senior investor protections in section 989A of the federal Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.

DECISION MAKING TO FOLLOW

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
