RELATING TO RENEWABLE ENERGY.

Exempts certain third party owners and operators of on-site renewable energy systems from regulation as public utilities by the public utilities commission. (SD2)

RELATING TO RENEWABLE PORTFOLIO STANDARDS.

Amends definition of "renewable electrical energy" to include, beginning 1/1/15, customer-sited, grid-connected renewable energy generation. (SD2)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Allows the public utilities commission (PUC) to consider the benefits of capital improvements for renewable energy and energy efficiency despite the short-term expense. Requires the PUC to consider the need to reduce the State's reliance on fossil fuels. Effective 7/01/50. (SD1)

RELATING TO SOLID WASTE.

Applies the solid waste disposal surcharge to waste that is deposited in landfills, incinerators, or waste-to-energy facilities, whether the waste is disposed of in-state or transferred out-of-state. Effective 07/01/2050. (SD2)

Status

RELATING TO BIOFUELS.

Modifies the renewable energy facility siting process to include biofuel production facilities and distribution infrastructure with capacity to produce or distribute one hundred thousand gallons or more of biofuel annually. (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

     Testifier's name with position/title and organization;

     The Committee the comments are directed to;

     The date and time of the hearing;

     Measure number; and

     The number of copies the Committee is requesting.

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
