RELATING TO EDUCATION.

Directs the legislative reference bureau to examine the Higher Education Act of 1965, as amended, and regulations pursuant to that Act, make recommendations to ensure the State's compliance with provisions relating to the state authorization of institutions that offer educational programs beyond secondary education, and make recommendations as to whether existing functions relating to the licensing or authorization of any educational institutions in the State, and administrators and instructors thereof, should be consolidated and tasked to one state agency that would be responsible for the licensing and authorization of all educational institutions in the State and their related operations.

RELATING TO THE CERTIFICATION OF PRINCIPALS AND VICE-PRINCIPALS.

Amends section 302A-605, Hawaii Revised Statutes, to replace language regarding principal and vice-principal candidate qualifications that conflicts with the requirements of the Race to the Top grant.

RELATING TO TEACHERS.

Allows teacher and educational officer board members to continue to serve out up to three consecutive three-year terms even if they retire during a term.  Adds training in dealing with bullying of students and training on revised student and teacher performance standards to the requirements for license renewal.  Extends the term of the renewable advanced licensed from five to ten years.  Creates a new career and technical education license available to those with appropriate industry experience with no bachelor's degree.  Adds national accreditation to the requirement for state approval of teacher education programs.

RELATING TO EDUCATION.

Requires HTSB to develop criteria for the issuance of vocational, technical, and career pathway (VTC) teaching permits and licenses.  Requires DOE to waive the bachelor's degree requirement for VTC teachers and issue special permits or licenses under certain conditions.  Sets forth certain privileges for teachers who receive VTC teaching licenses.

RELATING TO BULLYING.

Requires the board of education to adopt a policy that prohibits bullying in schools and assigns a student to an alternative school if the student has committed the offense of bullying 3 times in a school year; requires the department of education to adopt a model anti-bullying policy.

RELATING TO EDUCATION.

Requires the department of education to maintain, monitor, and enforce anti-bullying and anti-harassment policies and procedures to protect students or groups of students from bullying, cyberbullying, and harassment.

RELATING TO BULLYING AND CYBERBULLYING.

Establishes a bullying and cyberbullying policy for all public schools.  Requires implementation of the policy in all public schools.  Establishes bullying and cyberbullying reporting requirements for all public and private schools.  Establishes a misdemeanor offense of bullying or cyberbullying a minor.  Defines "bullying" and "cyberbullying".

RELATING TO EDUCATION.

Makes permanent statutory provisions that:  (1) reduced the maximum employment period for teachers hired on an emergency basis by DOE from 4 years to 3 years; and (2) require those unlicensed teachers hired on an emergency basis prior to 7/1/08, to attain licensure within 4 years from the date of employment.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
