RELATING TO LIMITED LIABILITY COMPANIES.
Allows a limited liability company to be designated as an "ingenuity
company" by the Director of Commerce and Consumer Affairs. Requires an
ingenuity company to use the right to exclude, conferred by a patent in which
the company has an interest, to create job opportunities, uphold fair labor
standards, and enhance environmental protections. Effective July 1, 2030.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT,
AND TOURISM.
Establishes the Department of Business, Economic Development, and Tourism
Operation Special Fund to support operations. Imposes a temporary surcharge
on certain fees charged by certain departments for deposit into fund.

RELATING TO TAXATION.
Establishes conditions to inspect required records and receipts of cash
business transaction and permits records to be prepared by hand or by cash
register. Clarifies state of mind for violation of record and receipt
requirements. Limits fine for violation if person is otherwise in compliance
