RELATING TO FINANCE.

Requires the Director of Finance to transfer funds from the Compliance Resolution Fund to fund all interest payments on General Obligation bonds issued on behalf of the Department of Commerce and Consumer Affairs and to annually collect funds from the Compliance Resolution Fund to pay the interest payments on the General Obligation bonds beginning on July 1, 2011.

RELATING TO CONTRACTS.

Requires clear and conspicuous language disclosing any automatic renewal clauses and language explaining how to cancel the contract in all consumer contracts and offers where the contract automatically renews.  Requires additional notice to consumers of automatic renewal for consumer contracts of a term of twelve months or more.  Effective July 1, 2020.  (HB663 HD2)

Repeals the sunset date of Act 158, Session Laws of Hawaii 2009, which required condominium associations, planned community associations, and cooperative housing corporations to establish an access policy for civil process servers.

Imposes the general excise tax on the gross income derived from a life settlement contract.  Effective July 1, 2011.  (HB798 HD1)

Repeals requirement that $2,000,000 of tax revenues from banks and other financial corporations be deposited into the compliance resolution fund.  Effective July 1, 2011.  Sunsets on December 31, 2015.  (HB803 HD1)

RELATING TO LIQUOR.

Increases liquor tax rates.  Reduces the liquor tax rate on the first sixty thousand barrels produced in a small brewery or brewpub.  Makes it lawful to provide a discount for liquor purchases through coupons or mail-in rebates when made in combination with other merchandise.  Effective July 1, 2011.  (HB840 HD1).

RELATING TO VETERINARY MEDICINE.

Makes intentional or knowing performance of a veterinary procedure on a pet animal by an unlicensed person a class C felony.  Subjects cropping or docking by an unlicensed person for compensation or gratuitously as part of the sale of a pet animal to the law against cruelty to animals in the first degree.  Effective January 7, 2059.  (HB1133 HD2)

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
