HOUSE RESOLUTION

 

 

URGING THE MAYOR OF HONOLULU AND THE honolulu city council to allow an exemption FROM SECTION 15-14.1(2) OF THE REVISED ORDINANCES OF HONOLULU TO ALLOW for STREET PARKING in the community of ho'okea in ewa villages.

 

 

 


     WHEREAS, the community of Ho'okea in Ewa Villages is an affordable housing project built by the City and County of Honolulu in 1970; and

 

     WHEREAS, the housing and road designs in Ewa Villages were constructed according to the standards of that time period and they have severely limited the availability of parking within the Ho'okea community; and

 

     WHEREAS, Ho'okea comprises only six streets: Halolani, Auwaha, Paeko, Kamahoi, Olehala, and Maliko; and

 

     WHEREAS, Ho'okea is a high density area in which many families own more than one motor vehicle; and

 

     WHEREAS, a City and County of Honolulu ordinance that regulates street parking, Revised Ordinance of Honolulu section 15-14.1, was enacted in 1978; and

 

     WHEREAS, section 15-14.1(2) of the Revised Ordinances of Honolulu prohibits stopping, standing, or parking a vehicle in specified places, including in front of a public or private driveway, including one's own driveway, or within four feet of either side of a public or private driveway; and

 

     WHEREAS, the provisions of section 15-14.1(2) of the Revised Ordinances of Honolulu have greatly inconvenienced Ho'okea residents due to their inability to park their motor vehicles near their residences; and
     WHEREAS, the layout of the neighborhood of Ho'okea was not designed to comply with section 15-14.1(2) of the Revised Ordinances of Honolulu; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Mayor of the City and County of Honolulu and Chairperson of the Honolulu City Council are urged to allow an exemption from section 15-14.1(2) of the Revised Ordinances of Honolulu for residents of the Ho'okea community to allow them to park their vehicles near their residences; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and the Director of the Department of Planning and Permitting of the City and County of Honolulu.
