HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Department of Land and Natural Resources to reevaluate and update the state water projects plan and the North Kona water master plan.

 

 

 


     WHEREAS, under its water and land development program, the Department of Land and Natural Resources is the lead state agency to ensure water for state lands by investigating and developing traditional and alternative water sources, conserving and augmenting current supplies, and planning for future state-sponsored water projects; and

 

     WHEREAS, in 1993, the Department of Land and Natural Resources entered into a memorandum of understanding with six state agencies and one county agency, specifically, the Hawaii Housing Finance and Development Corporation, the Airports Division of the Department of Transportation, the University of Hawaii, the Natural Energy Laboratory of Hawaii Authority, the Department of Agriculture, the Department of Land and Natural Resources, and the Department of Water Supply of Hawaii County to coordinate water development and system improvements to support state projects in North Kona, Hawaii; and

 

     WHEREAS, the 1995 North Kona water master plan, prepared for the Department of Land and Natural Resources by Fukunaga & Associates, provided a comprehensive water development plan to support the memorandum of understanding for North Kona state water development projects; and

 

     WHEREAS, the State Water Code and the water and land development program require a state water projects plan to establish a framework to plan and implement water development programs to meet projected state projects water requirements; and

 

     WHEREAS, the state water projects plan was last updated in 2003; and

 

     WHEREAS, projects in the state water projects plan regarding the North Kona water master plan identify significant new public water demands for the Natural Energy Laboratory of Hawaii, the Kona International Airport master plan, and the University of Hawaii Community College at Palamanui; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Department of Land and Natural Resources is requested to reevaluate and update the state water projects plan and the North Kona water master plan in order to determine the most current source, storage, and transmission requirements in meeting the projected potable water demand for state projects in North Kona; and

 

     BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to focus its efforts on the project water demands of the North Kona waster master plan and state water projects plan within the master plan boundary area; and

 

     BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature, not later than twenty days prior to the convening of the Regular Session of 2012, on the estimated costs of updating those portions of the state water projects plan and the North Kona water master plan in order to establish water source and system requirements for the future water needs of the Natural Energy Laboratory of Hawaii, the Kona International Airport master plan, and Hawaii Community College at Palamanui; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Hawaiian Homes Commission, the Manager of the Department of Water Supply of the County of Hawaii, the Chairperson of the Board of Directors of the Natural Energy Laboratory of Hawaii, and the Chancellor of the Hawaii Community College at Palamanui.
