HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the department of accounting and general services to allow state-owned lands to be used by community groups for an open market in wahiawa.

 

 


     WHEREAS, agriculture in Hawaii is an important and vital part of our economy, supporting more than 40,000 jobs; and

 

     WHEREAS, open markets support the economic viability of Hawaii's agricultural and aquacultural industries by providing market sites for local farmers, fishermen, and their representatives to sell their products; and

 

     WHEREAS, open markets provide opportunities for people to purchase produce, flowers, plants, and other products directly from farmers, fishermen, and other members of the community; and

 

     WHEREAS, Wahiawa is the home of one of the first and primary agricultural industries of Hawaii, the pineapple industry; and

 

     WHEREAS, Wahiawa has shown a dedication to agriculture over the years through long-standing family farms as well as through school programs that support agriculture; and

 

     WHEREAS, there is currently no open market established within Wahiawa, despite the community's strong agricultural ties; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Department of Accounting and General Services be requested to allow community groups and non-profit organizations to use state-owned lands for the purpose of establishing an open market in Wahiawa; and

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to adopt rules in accordance with Hawaii Revised Statues Chapter 91, to regulate such an open market so as to protect the State of Hawaii from any potential liabilities that could arise; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of the Department of Accounting and General Services; and

 

     BE IT FURTHER RESOLVED that copies of this Concurrent Resolution be transmitted to the Wahiawa Community and Business Association, the Wahiawa Hongwanji Mission, Wahiawa General Hospital, the Hawaii Farm Bureau, and the Leilehua High School Future Farmers of America.
