A BILL FOR AN ACT

 

 

relating to delivery of government services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 103F, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§103F-     Health and human services delivery plan; contract provisions; updates.  (a)  No later than December 31, 2012, the director of health and the director of human services, in consultation with health and human services contract providers, shall develop a health and human services delivery plan that evaluates efficiencies in delivering existing services and recommends strategies for eliminating gaps in service delivery and providing cost-efficient, effective service alternatives.

     (b)  The director of health and the director of human services shall review the health and human services delivery plan annually and shall update and revise the plan as necessary.  The director of health and the director of human services shall report their findings and recommendations to the legislature no later than twenty days prior to the convening of each regular session after December 31, 2012.

     (c)  Each contract to provide health and human services entered into pursuant to this chapter after December 31, 2012, shall contain a provision that requires the provider to participate in the development or annual review of the health and human services delivery plan."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect on July 1, 2011.
