Makes moneys appropriated for fiscal year 2009-2010 to match the federal disproportionate share hospital allowance allocated to the State available for expenditure in the 2009-2011 fiscal biennium; authorizes some appropriated funds to be used to obtain matching federal disproportionate share hospital allowance for prior fiscal year expenditures by the State. Amends composition of the tobacco prevention and control advisory board and makes the boards decisions prescriptive. (SD1)

Requires the department of public safety to provide security at the State's secure psychiatric rehabilitation facility at Kaneohe. Requires report from DOH, with collaboration from PSD, to the legislature on its plan for the provision of short and long-term security for the Kaneohe facility and increasing and aging forensic population needs.
