RELATING TO COUNTIES.

Provides that each county has the power to establish compassion centers for the dispensing of medical marijuana. Requires that compassion centers shall only provide service to qualified patients and primary caregivers registered with the department of public safety. Makes compassion centers subject to the general excise tax by making inapplicable the exemption for amounts received from sales of prescription drugs or prosthetic devices. Imposes a general excise tax on marijuana sales. Eff 8/7/2012. (SD1)

RELATING TO COMMERCIAL DRIVER LICENSING.

Extend the term of a commercial driver's license (CDL) for persons 21 years through 71 years from six years to eight years to prepare for the REAL ID Act, which is a nationwide effort to improve the integrity and security of state-issued driver licenses and identification cards, to help fight terrorism and reduce fraud. Appropriate $8,000 out of the state highway fund. (SD1)

RELATING TO THE TAX LIEN AND ENCUMBRANCE RECORD.

Enables encumbrance of motor vehicle titles for outstanding judgments payable to the State or a county by allowing recordation in a county director of finance's "tax lien and encumbrance record" with an exemption for state or county agencies from paying the statutory fee. (SD1)

RELATING TO TRANSFER OF STATE HIGHWAYS.

Creates a pilot project to transfer maintenance functions of state highways in Maui county from the state department of transportation to the Maui department of public works. (SD1)
