Status

RELATING TO FAMILY LEAVE INSURANCE.

Creates a family leave insurance fund to be administered by DLIR under the workers' compensation statute.  Amends the definition of injuries covered under the workers' compensation statute to include family leave.

Status

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION.

Defines "confidential witness" and clarifies the allowable uses of factual matters obtained by the Hawaii civil rights commission during an investigation.

RELATING TO WORKPLACE PRACTICES.

Makes abusive conduct against an employee in the workplace a violation of occupational safety and health law.

RELATING TO PUBLIC EMPLOYEES.

Exempts public employees whose positions are fully or partially funded by non-general funds from furloughs and reductions in force.

Status

MAKING APPROPRIATIONS FOR STATE EMPLOYEES.

Transfers funds from the general fund into the unemployment compensation fund to pay unemployment benefits to persons who were laid off from state employment because of a reduction-in-force.  Appropriates funds to pay all accumulated vacation leave for persons who retired from state employment or were laid off from state employment because of a reduction-in-force.  Appropriates funds to pay the additional health benefits plan costs for persons who retired from state employment and their dependent-beneficiaries.

Status

RELATING TO GOVERNMENT.

Requires the set aside from the general excise tax revenues of an amount equivalent to the unfunded accrued liability contribution by the State for state employees.  Takes effect on 07/01/11.

Status

RELATING TO STATE PAYMENTS.

Remits general excise tax funds to pay fringe benefit contributions and tax refunds not paid in previous fiscal years to balance the state budget.  Act takes effect on 07/01/2011.

RELATING TO WAGES AND HOURS OF EMPLOYEES ON SERVICE CONTRACTS.

Extends little Davis-Bacon rights regarding prevailing wages to employees on service contracts with governmental contracting agencies.

RELATING TO SALARY AND PENSION PAYMENTS.

Requires all employees hired prior to July 1, 1998, and who have not designated a financial account into which the State is authorized to deposit the employee's pay, to designate an account no later than a date to be determined.

RELATING TO EMPLOYMENT SECURITY.

Removes definitions requiring online posting of workers' availability and prohibiting all department of labor and industrial relations' rules, current and future, that require posting of workers' availability online.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER:  4 copies (including an original) to Room 422 in the State Capitol;

FAX:       For comments less than 5 pages in length, transmit to 586-6331 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or

WEB:     For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
