Requires the Director of the Office of Veterans' Services to act on behalf of deceased veterans found to be indigent at the time of death and without surviving immediate family members to ensure the burial or cremation and inurnment of the veteran's remains in a state veterans cemetery.

RELATING TO THE PROCUREMENT CODE.

Makes permanent the requirements for withholding payment to a subcontractor effectuated by Act 175, Session Laws of Hawaii 2009.

RELATING TO TECHNOLOGY.

Creates the Hawaii broadband commission and the Hawaii broadband commissioner to promote and maximize the availability of broadband services in the state. Appropriates funds. Effective July 1, 2112.

RELATING TO PROCUREMENT.

In procurements contracts payable by the State or a county and a utility, provides that the utility's share of contract costs is subject to certification as to sufficiency of funds, and certification is to be based on amounts to be paid by a utility under a legal agreement with the State or county.

RELATING TO PUBLIC PROCUREMENT.

Requires at least eighty per cent of workers on construction procurements to be Hawaii residents; provides sanctions for noncompliance including temporary suspension of contract work, payment withholding, disqualification from the project, recovery of contract payments, and disbarment or suspension.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HONOLULU SEAWATER AIR CONDITIONING LLC PROJECTS ON THE ISLAND OF OAHU.

Extends the authorization to issue special purpose revenue bonds for Honolulu Seawater Air Conditioning LLC. Effective 6/29/2099.

RELATING TO ENERGY EFFICIENCY.

Sets the goal of using alternative fuels to meet 30 percent of highway fuel demand by 2030. Requires the Director of the Department of Business, Economic Development, and Tourism to impose and collect fees for the administration of the solar water heater system for new residences program.

RELATING TO ENVIRONMENTAL PROTECTION.

Reduces the membership of the environmental council from 15 to 9 and establishes the environmental review special fund.

DECISION MAKING TO FOLLOW

     Testifier's name with position/title and organization;

     The Committee the comments are directed to;

     The date and time of the hearing;

     Measure number; and

     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
