Authorizes the issuance of SPRBs to assist Hawaii Pacific Health in financing, refinancing, and/or reimbursing costs related to the acquisition or construction of health care facilities.

Requires government purchasers and private entities offering goods and services for sale to government purchasers to follow ethical principles in matters relating to procurement.

RELATING TO A CONTROLLING INTEREST TRANSFER TAX.

Establishes a controlling interest transfer tax imposed at the rate set under the conveyance tax, to be administered by the director of taxation on any transfer of interest of more than 50 percent in an entity holding real property in the state.

RELATING TO TECHNOLOGY.

Creates the Hawaii broadband commission and the Hawaii broadband commissioner to promote and maximize availability of broadband services in the state.  Effective July 1, 2112.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
