Authorizes the board of land and natural resources to extend a lease of public lands for commercial, hotel, resort, or industrial uses for 55 years upon a development agreement to improve the land.

Authorizes the Department of Hawaiian Home Lands to extend leases of Hawaiian home lands for commercial or industrial uses for 34 years upon a development agreement to improve the leased land.

Exempts the fee simple resale of individual dwelling units acquired by the Hawaii housing finance and development corporation pursuant to foreclosure or a buyback provision from legislative approval requirements.

Restores the law with regard to non-ceded lands controlled by the State, to what it was prior to the passage of Act 176, Session Laws of Hawaii 2009.

RELATING TO COASTAL AREAS.

Requires maintenance of public beach accesses by adjacent landowners and imposes penalties for noncompliance. Establishes shoreline access as a policy of the Coastal Zone Management Program. Effective November 1, 2010.
