RELATING TO HEALTH.

Changes the name of the environmental health education fund to the sanitation and environmental health fund and allows the fund to be used for sanitation program activities. Increases threshold for deposit of excess fund into general fund.

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES.

Allows the disability and communication access board to charge a fee to defray expenses of review of construction plans to ensure compliance with law. Establishes temporary fees until the board adopts permanent fees.

Status

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS.

Increases the annual vehicle registration fee by $1, which will be deposited into the Disability and Communication Access Board Special Fund to cover the costs of administering parking for persons with disabilities. Repeals the deposit of application fees for the credentialing of interpreters into the Special Fund, and the use of Special Fund monies to cover the costs of administering the program for their credentialing.

Establishes limits on requests for proposals from health and human services providers for QUEST contracts that exceed $100,000,000 and commence after the term of the agency director expires.

RELATING TO THE FEDERAL DISPROPORTIONATE SHARE HOSPITAL FUNDS.

Appropriates moneys for fiscal year 2010-2011 to match the federal disproportionate share hospital allowance allocated to the State; authorizes some appropriated funds to be used to obtain matching federal disproportionate share hospital allowance for prior fiscal year expenditures by the State.

RELATING TO LONG TERM CARE.

Delays interim and final reports of the long term care commission on the development of a 5-year plan and proposed system reforms from 2/28/2010 and 9/30/2010 to 1/19/2011 and 1/18/2012, respectively. Extends term of commission to the adjournment sine die of the regular session of the 2012 legislature.

RELATING TO HUMAN SERVICES.

Directs the Department of Human Services to replace its QUEST program with the predecessor public assistance programs including the State Health Insurance Program. Effective January 1, 2050.
