RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Authorizes the Hawaii teacher standards board to delegate certain duties to the executive director or other designee. Requires the Hawaii teacher standards board to conduct its meetings in accordance with chapters 91 and 92.

RELATING TO EDUCATION.

Changes the terms of service for principals and vice principals from 12 months to 10 months. Returns principals and vice principals to 12-month terms of service if performance contracts for principals are established by the 2011-2012 school year.

RELATING TO THE CERTIFICATION OF PRINCIPALS AND VICE-PRINCIPALS.

Requires the department of education to determine alternative routes to certification for school principals and vice-principals. Repeals the department of education's authority to waive certain teacher certification and school-level experience requirements for vice-principal candidates on a case-by-case basis.

RELATING TO CIVIL SERVICE.

Ensures that the civil service benefits of department of education civil service employees are the same as those provided to civil service employees of other executive branch agencies.

RELATING TO RESEARCH.

Requires the department of education, the University of Hawaii, and the department of labor and industrial relations to share data to support research that will improve educational and workforce outcomes and meet the longitudinal data requirements of the federal American Recovery and Reinvestment Act of 2009.

Status

RELATING TO ELECTRONIC WARRANT VOUCHERS.

Allows the department of education, department of accounting and general services, and the University of Hawaii to accept electronically mailed warrant vouchers for bills of materials, supplies, and incidentals as original documentation, the receipt of which authorizes payment to be made to each individual to whom the State is indebted.

Status

RELATING TO PREAUDITS FOR PROPOSED PAYMENTS.

Clarifies that the department of education is required to preaudit proposed payments of $10,000 or more. Allows the University of Hawaii and the department of education to preaudit sample populations for proposed payments of less than $10,000 to determine the propriety of expenditures and compliance with applicable laws, executive orders, and rules, as their respective chief financial officers determine to be appropriate. Extends the date until which the University of Hawaii and the department of education shall have autonomous authority over their accounting systems and other purchasing responsibilities and duties.

RELATING TO INDEMNIFICATION OF COUNTY AGENCIES.

Facilitates the process by which the department of education obtains approval for the State to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees for public school purposes and functions on county facilities.

RELATING TO PUBLIC SCHOOLS.

Disallows the sale of ice cream and candy by public schools in conformance to the State of Hawaii wellness guidelines.

RELATING TO EDUCATION.

Removes unnecessary restrictions on the use of food distribution program revolving funds. Allows the use of food distribution program revolving funds to support the administration and operation of the food distribution program pursuant to 7 Code of Federal Regulations section 250.15.

Status

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the department of education to make rules governing traffic and parking conditions on roadways and other areas under the jurisdiction of the department, including rules for the assessment of parking fees. Establishes the department of education parking revolving fund. Provides that parking fees collected by the school principal or designee shall be deposited to the credit of the school's nonappropriated local school fund account.

Allows the early learning council to conduct meetings by teleconference. Sets out quorum requirements and public notice and participation requirements for teleconference meetings.
