     Your Committee on Water, Land, & Ocean Resources, to which was referred S.B. No. 2646, S.D. 1, H.D. 1, entitled:




begs leave to report as follows:


     The purpose of this bill is to recognize the cultural and historical significance of Hawaii's surfing sites by designating certain specified areas as Hawaii Surfing Reserves.


     Bishop Museum, the State Museum of Natural and Cultural History; Hawaii Chapters of the Surfrider Foundation; Surfing Magazine;; Historic Hawaii Foundation; Surfers' Environmental Alliance; The Surfer's Journal; and several concerned individuals testified in support of this bill.  The Department of Land and Natural Resources and Save Our Surf opposed this measure.


     Your Committee has amended this bill by:


     (1)  Making it effective on July 1, 2010; and


     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.



     As affirmed by the record of votes of the members of your Committee on Water, Land, & Ocean Resources that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2646, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2646, S.D. 1, H.D. 2.
