SENATE RESOLUTION

 

 

REQUESTING THE GOVERNOR TO AMEND EXECUTIVE ORDER NO. 3665 THAT SET ASIDE LANDS FOR A GOLF COURSE AND TO RE-DEDICATE THOSE LANDS FOR A REGIONAL PARK.

 

 


     WHEREAS, the Governor has the authority under section 171‑11, Hawaii Revised Statutes, to set aside public lands to any department or agency, subject to the approval of the Legislature; and

 

     WHEREAS, Executive Order No. 3665 of the Governor set aside lands for the Kealakehe Waste Water Reclamation Field and North Kona Golf Course; and

 

     WHEREAS, Executive Order No. 3665 should be amended to dedicate the 193.547 acres of public lands to provide a regional park for the residents of West Hawaii; and

 

     WHEREAS, Kona community stakeholders and members throughout West Hawaii participated in a three-day session to assist in the planning of the "Kailua-Old Airport State Park" Development, also known as Makaeo Park; and

 

     WHEREAS, session participants unanimously voted and agreed that the "Kailua-Old Airport State Park" Development needs to sufficiently accommodate all spectator sports activities and uninterrupted green space; and

 

     WHEREAS, the proposed development of the Urban Expansion District of Kealakehe and Keahuolu composed of 5,000 single and multi-family units requires that there be a regional park; and

 

     WHEREAS, the Kealakehe and Keahuolu population could reach 17,500 to 20,000 residents, without plans for adequate recreational facilities for the families of both ahupuaa; and

 

     WHEREAS, a regional park would serve to remediate both spectator sports and the need to keep our open space, and beach and shoreline activities for beach goers; and

 

     WHEREAS, the 193.547 acres proposed regional park plan offers excellent opportunities for the Kona community to plan and design a world-class facility to serve as a state, national, international, and world sporting events venue, thereby augmenting the regional park's impact on the economy; and

 

     WHEREAS, Kona and West Hawaii residents, as well as residents island wide deserve a regional park facility that promotes team sports, community spirit, community pride, and economic sustainability; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, that the Governor is requested to amend Executive Order No. 3665 that set aside lands for a golf course, and to re-dedicate those lands for a regional park; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Mayor of Hawaii.
