SENATE CONCURRENT

RESOLUTION

 

 

REquesting AN AUDIT OF THE MENTAL HEALTH TRANSFORMATION STATE INCENTIVE GRANT AWARDED TO THE STATE OF HAWAII.

 

 


     WHEREAS, on September 30, 2006, a Mental Health Transformation State Incentive Grant (Grant) was awarded to the State of Hawaii by the Substance Abuse and Mental Health Service Administration, a division of the United States Department of Health and Human Services; and

 

     WHEREAS, the Grant allotted over $2,000,000 per year for a five-year period to Hawaii to transform mental health services in Hawaii including prevention, effective intervention, and recovery, by the development and implementation of a comprehensive mental health plan, based on a needs assessment and resource inventory; and

 

     WHEREAS, the end date of the Grant is September 29, 2011, which puts Hawaii in the fourth year of the five-year Grant; and

 

     WHEREAS, an accounting of the expenditure of grant moneys is needed to ensure that the Grant is not jeopardized; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Health conduct an audit in reference to this Grant to determine how grant moneys have been spent and for what purposes; and

 

     BE IT FURTHER RESOLVED that the Department of Health submit a report on the audit findings to the Legislature no later than twenty days prior to the convening of the 2011 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health and Mental Health America of Hawaii.
